Try entering the proxy details in internet settings in the control panel.

I'll add them to the "Windows 10 Insider" dropdown for now, whenever new previews become available for public download. The Win 11 SDK is already there (first line in the "Win 10 Developer" dropdown). But with all the news that MS has announced in the past weeks, more changes need to be done to the downloader. Keep your eyes open for a big announcement.

Sorry about the late reply. This is a local connection issue, and can have many causes (settings, programs etc.) The issue will hopefully be solved for good soon. Keep an eye open for new versions. But it will take another couple of weeks. -

Which ISO should I use to repair, and/or do a repair-install?

I remember adding these builds a couple of days ago. There's no new version of the downloader needed to get them. These kind of changes are made by server updates. -
Almost correct. There are sufficient licenses to unlock downloads for about three days per month.

Done. Just be aware that there's only little quality control happening at archive.org, and the images you get from there might not be untouched.

Yes, archive.org is exempt from DMCA. It's a good thing that someone uploaded the images there.
