So when you fresh install Windows 7 on a machine in Windows Update it asks you if you want to install IE10 or IE11 so i pick IE11 of course, but do i also need to download the IE8 Cumulative updates as well or just IE11 and the updates for that as well. Same thing with integrating them.

No, IE11 need only IE11 prerequisites and IE11 updates. IE8 updates can be skipped from Windows Update interface
