Fresh install after integrating all my updates including ie11 and it keeps popping up.

 

Any suggestions?

Have you tried using SetupComplete.cmd to install IE11 and related updates?  That what I do and the "meet your browser" pages only shows during the first run.

What setupcomplete.cmd? Where is this?

You have to create it.  See here and here and here, for example.

I'm confused, I integrated all my updates before installing? Do I need this setupcomplete.cmd? What do I have to put in it?

Might wanna try opening IE11 in admin mode... That "meet your browser" garbage should go away on the next startup of IE11....
