I'm not able to find the page again where this was said... From what I can see, the files are also not available on MSDN, which would corroborate my memory. You could still install version 1709 through Windows Update (although I can see that this would be awfully cumbersome...) Quote

Use the Windows 10 Media Creation Tool https://www.microsoft.com/en-gb/software-download/windows10 The Windows 10 .iso created by the Windows 10 Media Creation Tool is multi-Edition and contains the European Commission N Editions. The multi-Edition .iso contains the following: Windows 10 S Windows 10 S N Windows 10 Home Windows 10 Home N Windows 10 Home Single Language Windows 10 Education Windows 10 Education N Windows 10 Pro Windows 10 Pro N Edited October 25, 2017 by Philip Yip Quote
