January 31, 20205 yr Are you logged into your Microsoft Account? Only insider users have access to this.
January 31, 20205 yr Author I logged in to my microsoft account in my browser and then tried unsuccessfully to do the download.
February 1, 20205 yr Author Aha! Windows-ISO-Downloader.exe has a widget for logging in to one's Microsoft account from the tool itself. All is well.
