RealWorld Cursor Editor v2007.1 for WinXP/Vista can create and edit static and animated Windows cursors. A drag-and-drop based interface allows users to easily reorder,duplicate, or append frames to animated cursors. Images in cursors can be modified by drawing tools such as lines, curves, polygons,rectangles, or ellipses.

Note: The application does not work on earlier Windows systems and there are currently no plans to extend the list of supported operating systems.

RealWorld Cursor Editor 2007.1 is free for both commercial and non-commercial usage.

3D cursor authoring tools

The 3D module is an optional part of the application and is only installed if the user explicitly enables it during the installation process. The 3D module is not free, but can be used for evaluation purposes for 30 days

a very nice program !, I use this to create cursor from PNG images...

and they have also made "change cursor 2.0" , you right click on the .cur and choose from the context menu on what you want to apply the cursor.
