I use the old replacer because it is soooo small.

Yeah thats a real b*tch there... The loved cabtool does not work on Vista

I personally am now using TugZip, It works great to make the cab files and has shell integration like winrar...

Does this work on Vista 64 bit ? Or if possible can you make a version for Vista 64 bit?

I actually tried running all the app on vista x64 (vmware), and yes, hardly any of these apps work.

Hopefully these apps will be available for vista x64 in future
