If you're unable to use Windows installer either to install or to uninstall an app. and get the message like "Windows installer service could not be accesed.....". If you already tried to install Windows installer 3.1 (v2) and it still didn't work., you can do the following:

You may have to do a Dynamic Reinstall, to do this you will need your system disc. Reboot the computer and insert your system disc, be sure to change the boot order in BIOS to CDROM as the first boot device. When the first installation screen appears choose the install option. This will take you to a second screen that informs you that an operating system already exists.

In this second screen choose the Repair option. This will start a process of repair that involves the servers in Redmond. It may take a bit but when it is finished the missing files should be restored, and your desktop and files will all still be in place. Remember to enter BIOS and restore your former settings when the PC reboots.
