Yes it is, just compress the shell32.dll to shell32.dl_ and just copy it in to your Windows Source.

You can use something like Compression Bin to compress it.

Make sure you have you sfc disabled.

You don't need to worry about the SFC as long as MODIFYPE has been used on the file when it was compressed.
