Any card with a passive heatsink would be ideal. Anything above a HD4xxx series would run a bit hot. I have an HD3450 I use for DriverPacks testing and it runs fine. Newer cards have a built-in HDMI port which is ideal for HTPC builds.

I m looking to buy within range of Rs.12000. Currently using Nvidia Geforce 8400GS produce too much sound that irritates me.

if you are happy with your card, a cheaper solution would be to get a third party vga cooler. they even make passive ones like this http://www.svc.com/fan-acces2.html

Oh, I just noticed you're from India. Ooh, it gets hot depending on your region. My favorite is Madras.

Passive cooling won't be good enough if your ambient temp is high. Water cooling might be your best option. Using an external vented reservoir along with a massive radiator with slow moving fans would be an ideal option. The only problem is cost. A good kit will cost between USD$150-300 depending on the components. But will be damn near silent.

i'd say all 3rd party coolers would still be quieter than the stock cooler on the card he has

and water cooling would be a tad overkill for an 8400GS
