Turkish Language installed

As requested by our Turkish members, Turkish language has been installed for testing.

Please select the Turkish language from the drop down list in the bottom of any page and post any issues here.

Thanks. This is good new for Turkish forum users. But there are some problems with chars. I point it on picture.

I looked at source and see you use "charset=iso-8859-1". We use "charset=iso-8859-9" or utf-8.
