I found the registry part of the auto sound leveling (the annoying "service" that kicks back other applications like teamspeak/ventrillo when running some games).

Registry:

[HKEY_CURRENT_USER\Software\Microsoft\Multimedia\Audio]

"UserDuckingPreference"=dword:00000003

dword:00000000: Mute all other sounds

dword:00000001: Reduce all other by 80%

dword:00000002: Reduce all other by 50%

dword:00000003: Do nothing
