IE*exe language not integrate

When we integrate language file is not located within an integrated ie.exe

For example;

ielangpack-TRK.CAB

For example;

IE9-Windows7-x86-enu.exe

when we add the following file is not integrated

ielangpack-TRK.CAB

not integrated

Not : Do you have to add language as we add as a separate exe files

Maybe you can use the ie.exe in your language, so where is no need to add a languagepack...
