The solution is to add ie9 (ex. IE9-win7_x86.msu) in tab Updates and additionally add IE9-Windows6.1-LanguagePack-x86-xxx.msu in tab silent install without keys.Unfortunately after adding ie9 doesn't working, some tweaks. Quote

I've added two groups (Priority and Updates) anything in the priority list will get integrated first and IE9 will automatically go into the list.2. You could add IE9 installer exe to the updates list, however now you have to select *.exe from the file list as some people got confused when trying to add language packs. Quote
